The State Birth to 3 program in partnership with the Interagency Coordinating Council, the Statewide Birth to 3 Workgroup, local programs, and contracted training and technical assistance providers have demonstrated their commitment to a system of continuous quality improvement for the Wisconsin Birth to 3 program. The process of learning about the work of local programs and supporting continuous quality improvement has evolved as we have tried processes, gathered input, and modified approaches to move to the current system. We are use the phrase “general supervision and monitoring” and “continuous quality improvement” synonymously. Both phrases imply the systemic approach to gathering information, supporting quality programs, and making data based decisions. In Wisconsin we maintain the commitment to strong relationships and communication between the state and local programs as the foundation to quality programs for children and families.
The purpose of these materials is to describe the General Supervision and Monitoring System with a focus on the annual responsibilities of local programs, State Birth to 3 Office, and training and technical assistance providers. These materials include a description of each of the processes in General Supervision and Monitoring as well as examples documents and clarifying information from the Office of Special Education Programs and other sources. Additionally, the complete materials for completing the annual self assessment are included.
